Few residency programmes have reshaped a country’s business landscape as quickly as the UAE Golden Visa. For investors, founders and senior professionals relocating from Serbia, the Balkans and Europe, it offers something a standard two-year permit cannot: long-term certainty. That means the confidence to build a company, buy property and settle a family.

This guide explains how the visa works, who qualifies, and how to approach the application strategically.

Understanding the framework

The Golden Visa is a renewable residence visa issued for five or ten years. It is governed by Federal Decree-Law No. 29 of 2021 and its Executive Regulations. Applications are handled by the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) and, in Dubai, by the General Directorate of Residency and Foreigners Affairs (GDRFA).

Its defining feature is independence. Holders need no employer or local sponsor and can sponsor their own families. They are also not bound by the six-month limit on time spent outside the UAE. If the principal holder passes away, sponsored family members may remain until their own permits expire.

Eligibility pathways

Four pathways matter most to the business community.

Real estate investment. You qualify by owning one or more UAE properties with a combined value of at least AED 2 million. Financed properties may also qualify, with a no-objection letter from the lending bank.

Capital investment. You qualify by holding at least AED 2 million in company capital, an approved investment fund or a fixed deposit with a UAE bank.

Entrepreneurship. This route is for founders of innovative or high-growth businesses endorsed by an accredited incubator or the competent authority. Criteria vary by emirate and are assessed case by case.

Skilled professionals. You need MOHRE skill level 1 or 2, at least a bachelor’s degree, and a basic monthly salary of AED 30,000 or more. Allowances don’t count towards this figure.

Separate categories exist for scientists, doctors, exceptional talents, outstanding students and humanitarian pioneers.

Pathway Core threshold Validity
Real estate investor Property worth AED 2M+ Up to 10 years
Capital investment AED 2M+ in capital, fund or deposit 10 years
Entrepreneur Approved project with official endorsement 5–10 years
Skilled professional Basic salary AED 30,000+, degree, MOHRE level 1–2 10 years

Choosing the right route

Many applicants qualify under more than one pathway. The right choice should fit your wider business and family plans.

Align residency with your company structure. Choosing a free zone or mainland setup, and how much share capital to put in, can directly affect eligibility. Plan them together.

Weigh liquidity against certainty. Property and deposit routes tie up capital. Entrepreneur and professional routes depend on how your business performs or on keeping your job.

Plan for renewal. The visa renews only while you continue to meet your category’s conditions. Choose a structure that will still qualify in ten years.

The application process

  1. Eligibility assessment. Review your assets, income, qualifications and business activity against the criteria for your chosen category.
  2. Documents and attestation. Gather passports, photographs, health insurance, and academic and family certificates. Add category evidence such as title deeds, bank letters or trade licences. Documents issued abroad normally need legalisation.
  3. Submission. Apply through ICP’s smart services or, in Dubai, through GDRFA and its authorised service centres. If you apply from abroad, you’ll usually receive an entry permit after preliminary approval.
  4. Medical fitness and biometrics. These are completed in the UAE.
  5. Issuance. Your residence visa and Emirates ID are issued, and you can begin sponsoring your family.

A complete, well-prepared file is typically decided within a few weeks.

Common pitfalls

  • Misreading the salary rule. Only basic salary counts towards the AED 30,000 threshold.
  • Late attestation. Legalising foreign certificates can take several weeks.
  • Outdated guidance. Criteria have been revised several times since 2022.
  • Unofficial offers. UAE authorities have warned against “guaranteed” Golden Visa schemes. Visas are issued only through official channels.
